On Friday night 02/22/08 Telecommunications Officer Jamie Phipps received a call of a Domestic Problem on Highway 844.  Telecommunicator Phipps dispatched units to the scene and also alerted West Liberty Police Officer Tim Smedley to watch for the vehicle being operated by Stephen Mennemeyer who had reportedly left the scene.  Officer Smedley spotted and stopped the vehicle on Main Street .  A check of Mennemeyer’s driver’s license revealed that he was a wanted fugitive from Kansas . Authorities in Kansas had warrants for his arrest for aggravated Indecent Liberties With a Child and Criminal Sodomy.
